    • Η παρούσα Μεταπτυχιακή Διπλωματική Εργασία έχει ως κύριο σκοπό την ανάπτυξη ενός ολοκληρωμένου πολυκριτηριακού μοντέλου αξιολόγησης συμβάσεων έργων Συμπράξεων Δημόσιου και Ιδιωτικού Τομέα (ΣΔΙΤ) στον κατασκευαστικό τομέα. Το προτεινόμενο μοντέλο αποσκοπεί στην ενσωμάτωση, με συστηματικό και αντικειμενικό τρόπο, του συνόλου των κρίσιμων παραμέτρων που επηρεάζουν την επιτυχία ενός έργου, λαμβάνοντας υπόψη οικονομικές, τεχνικές, λειτουργικές, νομικές, κοινωνικές και περιβαλλοντικές διαστάσεις. Η έρευνα περιλαμβάνει εκτενή βιβλιογραφική ανασκόπηση, ανάλυση διεθνών πρακτικών, ανάπτυξη ιεραρχικής δομής κριτηρίων, εφαρμογή μεθόδων Πολυκριτηριακής Ανάλυσης Αποφάσεων (AHP και TOPSIS), καθώς και ενδεικτική μελέτη περίπτωσης για την επαλήθευση της λειτουργικότητας του μοντέλου. Τα αποτελέσματα αναδεικνύουν τη σημασία της συστηματικής αξιολόγησης των συμβάσεων ΣΔΙΤ, ενισχύοντας τη διαφάνεια και την ορθολογική λήψη αποφάσεων στον κατασκευαστικό τομέα.
    • The primary aim of this Master's Thesis is to develop a comprehensive multi-criteria evaluation model for assessing Public–Private Partnership (PPP) project contracts within the construction sector. The proposed framework seeks to provide a systematic and objective approach to the evaluation process by incorporating the full range of critical factors that influence project performance and success. In particular, the model integrates economic, technical, operational, legal, social, and environmental dimensions, thereby enabling a holistic assessment of PPP contractual arrangements. The research methodology comprises an extensive review of the relevant literature, an examination of international best practices, and the development of a hierarchical criteria structure tailored to the characteristics of construction PPP projects. Furthermore, Multi-Criteria Decision-Making (MCDM) techniques, specifically the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), are employed to determine criteria weights and evaluate alternative contractual scenarios. An illustrative case study is also conducted to demonstrate and validate the applicability and effectiveness of the proposed model. The findings underscore the significance of adopting a structured and systematic approach to the evaluation of PPP contracts, contributing to enhanced transparency, accountability, and evidence-based decision-making in the construction industry. The proposed model offers a practical decision-support tool for both public authorities and private stakeholders involved in the planning, procurement, and management of PPP projects.
