Το ευρωπαϊκό ρυθμιστικό πλαίσιο Winter Package με στόχο την υλοποίηση της Ενεργειακής Ένωσης σύμφωνα με τις απαιτήσεις της Ευρωπαϊκής Στρατηγικής για το 2020 περιλαμβάνει τρεις άξονες πολιτικής και αντίστοιχες ευρωπαϊκές οδηγίες για την ομαλή μετάβαση στην οικονομία καθαρής ενέργειας και την αναμόρφωση του σχεδιασμού και της λειτουργίας της αγοράς ηλεκτρισμού στην Ευρωπαϊκή Ένωση. Η παρούσα εργασία έχει στόχο να καταδείξει το βαθμό συμμόρφωσης της χώρας μας στις ανωτέρω επιταγές εξετάζοντας την πρόοδο ενσωμάτωσης των ανωτέρω βασικών Ευρωπαϊκών Οδηγιών στο εθνικό δίκαιο μέχρι σήμερα καθώς επίσης και την πρόοδο εφαρμογής των μέτρων πολιτικής στην ενεργειακή αλυσίδα και τον ενεργειακό σχεδιασμό της χώρας. Σε αυτό το πλαίσιο εξετάζεται η διάρθρωση του ελληνικού ενεργειακού συστήματος, και η εξέλιξη στο επίπεδο των παραγωγικών τομέων της οικονομίας ως απόρροια της προόδου εφαρμογής των πολιτικών σε συμμόρφωση προς το ευρωπαϊκό ρυθμιστικό πλαίσιο. Επιχειρείται ειδικότερα η ανάδειξη τομέων για περαιτέρω ενίσχυση των μέτρων με σκοπό την σύγκλιση προς την πραγμάτωση των τιθέμενων ευρωπαϊκών στόχων για το 2020 και το 2030 για τη χώρα μας. Σημαντική είναι η εξέλιξη της κατανομής των μεριδίων κατανάλωσης ενέργειας ανά τομέα χρήσης μεταξύ 1990 και 2016 και στοιχεία συμβολής της κάθε ενεργειακής πηγής στην κάλυψη της ενεργειακής ζήτησης της χώρας. Με βάση την υφιστάμενη κατάσταση του ελληνικού ενεργειακού συστήματος και δεδομένων των τιθέμενων στόχων από το εναρμονισμένο με τις ευρωπαϊκές οδηγίες εθνικό νομοθετικό πλαίσιο αναπτύσσεται ο ενεργειακός σχεδιασμός της χώρας με ορόσημο το 2030 σύμφωνα και με επίσημα στοιχεία για την εξέλιξη της επιδιωκόμενης εγκατεστημένης ισχύος 2014-2020, τις προβλέψεις του ΑΔΜΗΕ για την εξέλιξη της συνολικής καθαρής ζήτησης κατά την περίoδα 2017-2027, το σενάριο διείσδυσης των μονάδων ΑΠΕ κατά την επόμενη δεκαετία, τη διαμόρφωση του σεναρίου Αναφοράς της εξέλιξης του παραγωγικού δυναμικού κατά την περίοδο 2017-2027 και τέλος το πρόγραμμα ανάπτυξης των διασυνδέσεων. Με τον Εθνικό Σχεδιασμό για την Ενέργεια και το Κλίμα παρουσιάζονται οι προωθούμενες πολιτικές που θα στηρίξουν τα υποστηριζόμενα σενάρια εξέλιξης του ενεργειακού μίγματος και της τελικής κατανάλωσης ανά τομέα χρήσης. Τέλος επιχειρείται μία συνολική παρουσίαση των χρηματοδοτικών εργαλείων ως μηχανισμών προς αξιοποίηση για την επίτευξη των τιθέμενων στόχων στην ενεργειακή πορεία της χώρας προς το 2030. Παρουσιάζονται τα Καθεστώτα στήριξης όπως διατυπώνονται στην Οδηγία 2009/28 για τις ΑΠΕ, την Οδηγία 2012/27/ΕΕ για την εξοικονόμηση ενέργειας και την Οδηγία 2009/72/ΕΕ για την Ολοκλήρωση της αγοράς του ηλεκτρισμού.
Winter package is a package of legislative measures with regard to the smooth transition to the clean energy economy and the reform of the electricity market in the European Union. Winter package has been designed under the umbrella of the European governance and the guidelines of the Energy Union according to the targets of the European Strategy for 2020 and refers to three policy axes that are developed through the corresponding European directives for the promotion of Renewable sources, the energy efficiency and the internal electricity market.
The main purpose of the present dissertation is to reveal the conformity level of our country to the European directives through the extent of harmοnisation of the national law to the European law since the first deregulation legislative attempt in 1999 until today and the implementation of the relative measures throughout the energy chain and the energy plan of the country. In that context the structure of the energy system is overviewed with the aim to analyze the evolution of energy reform in the different sectors of the economy as a result of the implementation of measures that have been established in conformity with the European directives.
An attempt is made to reveal issues that are behind schedule and make it necessary to further reinforce measures in order to achieve convergence to the European targets of 2020 and 2030 for our country. In that respect, the evolution of energy consumption by use sector between 1990 and 2016 is presented and the mixture of energy sources to the coverage of energy demand in our country is examined. Based on the current situation of the Hellenic energy system and the national targets for 2020 and 2030 comes the development of the national energy plan for 2030. The energy plan for 2030 is based on data for the evolution of solicited established power for 2014-2020, the projections of ADMHE for the evolution of the total net demand for the period 2017-2027 according to the scenario for low demand, the reference scenario and the scenario of high demand, the scenario of penetration of RES plants during the next decade, and especially the evolution of RES participation in electricity production, heat production and the final consumption. Furthermore data for the evolution scenario for electricity power system and especially regarding the lignite plants that are stopped (power and year of pause) as well as for the LNG plants, new generation lignite plants and hydro plants that are coming into the system (power and year of entry). Also important are the data for the power of RES production plants and co-production plants under article 9 of law 3468/2006 per type of RES and level of development (with or without committed tender connections or in operation) in order to prove that with the currently already submitted tenders it becomes evident that the committed national targets are successfully met for 2020 with the exemption of big hydro plants, and the proportion of biomass and thermal plants.
Besides, it is interesting to present the reference scenario for the evolution of power plants for the period 2017-2027 and the development of interconnections of islands to the country. Finally, the promoted policies through the national energy plan are presented heading to the RES penetration in the energy mix and the designed final energy consumption change per sector of use.
Last but not least the various available financial instruments are reviewed as mechanisms to promote the implementation of RES penetration, energy efficiency and united internal electricity market in the context of meeting the national targets for 2030.
