- The aim of this dissertation is to provide a critical overview of the most widely used traditional and modern performance evaluation systems, and to compare their effectiveness in contemporary organizations. Attention will be paid, if possible, to the identification of the factors that make selected traditional and modern systems more effective. Taking into consideration that numerous factors can influence the effectiveness of a PA system (organizational, industry, role-related, or other) we do not assume that any of the methods are inherently better than others. Leveraging the existing literature and theoretical debate surrounding performance evaluation practices, this dissertation intends to synthesize academic literature and practitioner insights to develop an overall understanding of how different PA systems influence employee behavior and organizational outcomes. More specifically, the objectives of the study are to: • Provide an overview of the evolution of performance evaluation throughout the years, distinguishing between traditional and modern approaches and examining their underlying assumptions and purposes. • Identify and critically analyze the main types of traditional and modern performance evaluation systems and assess their key advantages and drawbacks. • Evaluate the impact of selected performance evaluation systems on employee level outcomes, such as motivation, development, and perceived fairness, and on organizational level outcomes, including strategic alignment and organizational culture. • Examine the role of contextual factors (such as organizational size, industry sector, and job characteristics) in the effectiveness of performance evaluation systems. • Develop a comparative framework to facilitate managerial decision making, outlining under what conditions traditional, modern, or hybrid performance evaluation systems are most appropriate. Through these objectives, the dissertation seeks to contribute to both academic understanding and managerial practice by offering an evidence based perspective on performance evaluation system design in contemporary organizational environments.

Performance evaluation is a critical component of human resource management, directly influencing employee development, motivation, and organizational alignment. This dissertation conducts a comparative analysis of selected traditional and modern performance evaluation systems, focusing on their underlying principles, impact on employee behavior, and the organizational conditions that shape their effectiveness.
Traditional appraisal methods -such as rating‑based models- offer structured mechanisms that have been widely used across industries for decades. However, these approaches are often criticized for their rigidity, retrospective orientation, and limited developmental value. In contrast, modern evaluation systems, including continuous feedback processes, 360‑degree assessments, and goal‑based frameworks, have emerged in response to increasingly dynamic, collaborative, and fast‑paced work environments. These contemporary models place greater emphasis on transparency, agility, employee involvement, and ongoing developmental dialogue.
The dissertation examines the differences between widely used traditional and modern systems across key dimensions such as feedback frequency and quality, fairness and objectivity, developmental value, and contribution to strategic success. Additionally, it considers if contextual factors -including organizational size, sector, culture, and job characteristics- significantly influence the appropriateness and impact of each approach.
By synthesizing theoretical perspectives and practical insights, the study aims to develop a comprehensive understanding of when and why specific evaluation systems are most effective.
Ultimately, the dissertation aims to provide a structured framework to guide decision‑making for organizations seeking to enhance their performance management processes, supporting both individual growth and overall organizational performance in an era characterized by rapid change and evolving expectations.

Η αξιολόγηση της απόδοσης αποτελεί έναν από τους σημαντικότερους μηχανισμούς διοίκησης ανθρώπινου δυναμικού, καθώς συνδέεται άμεσα με τη βελτίωση της παραγωγικότητας, την ανάπτυξη των εργαζομένων και τη στρατηγική ευθυγράμμιση του οργανισμού. Η παρούσα μελέτη εξετάζει συγκριτικά την αποτελεσματικότητα επιλεγμένων παραδοσιακών και σύγχρονων συστημάτων αξιολόγησης σε σύγχρονα επιχειρησιακά περιβάλλοντα, εστιάζοντας στις λειτουργικές τους αρχές, τις επιδράσεις τους στη συμπεριφορά και τα κίνητρα των εργαζομένων, καθώς και στις συνθήκες που ενισχύουν ή περιορίζουν την αποτελεσματικότητά τους. Οι παραδοσιακές μέθοδοι αξιολόγησης όπως τα συστήματα βαθμολόγησης και ταξινόμησης, παρέχουν μια δομημένη και ιστορικά δημοφιλή προσέγγιση, ωστόσο συχνά επικρίνονται για τη στατικότητα, τη γραφειοκρατική τους φύση και την περιορισμένη ικανότητά τους να υποστηρίξουν την εργασιακή ανάπτυξη. Αντίθετα τα σύγχρονα μοντέλα, όπως η αξιολόγηση 360 μοιρών και τα συστήματα στόχων, ανταποκρίνονται στις ανάγκες πιο ευέλικτων, δυναμικών και συνεργατικών οργανισμών, ενισχύοντας τη συμμετοχή, τη διαφάνεια και την προσαρμοστικότητα.
Η εργασία αναλύει τις διαφορές μεταξύ ευρέως χρησιμοποιούμενων συστημάτων των δύο κατηγοριών με βάση διαστάσεις όπως η συχνότητα και ποιότητα της ανατροφοδότησης, η δικαιοσύνη και αντικειμενικότητα, ο βαθμός ανάπτυξης των εργαζομένων και η συμβολή στη στρατηγική υλοποίηση. Επιπλέον, διερευνάται αν παράγοντες όπως το μέγεθος της επιχείρησης και ο κλάδος δραστηριότητας επηρεάζουν σημαντικά την καταλληλότητα κάθε συστήματος. Στόχος της μελέτης είναι να διαμορφώσει ένα ολοκληρωμένο πλαίσιο κατανόησης και επιλογής κατάλληλων μεθόδων αξιολόγησης, προσφέροντας πρακτικές κατευθύνσεις σε οργανισμούς που επιδιώκουν να βελτιώσουν την απόδοση και την ανάπτυξη των ανθρώπινων πόρων τους σε ένα περιβάλλον συνεχούς αλλαγής.
