A new period of significant reforms and changes in Greece's primary sector will be marked by the New Common Agricultural Policy (CAP 2023-2027) with a total budget of 22 billion Euros. The new CAP essentially constitutes a new Agreement on Agriculture and Rural Areas of the European Union, which is based on the common understanding and faith of its Member States for the common future of Agricultural Policy in Europe. The differences in the new CAP are important, with the aim of strengthening smart, sustainable and eco-friendly agriculture. All this constitutes a completely new operating framework that will greatly affect the entire structure of agricultural production in our country. Significant changes at the economic level will exist both individually for each farmer and collectively in the cooperative schemes and groups of producers. In addition, significant changes will be observed in the distribution of subsidies per region with a direct impact on the local economy of each region. With the present study, an attempt will be made, on one hand, to identify and measure this shuffling of subsidies and, on the other hand, to examine the more general effects in the primary sector.

Μια νέα περίοδο σημαντικών μεταρρυθμίσεων και αλλαγών στον πρωτογενή τομέα της Ελλάδας θα σηματοδοτήσει η Νέα Κοινή Αγροτική Πολιτική (ΚΑΠ 2023-2027) συνολικού προϋπολογισμού 22 δισ. ευρώ. Η νέα ΚΑΠ ουσιαστικά αποτελεί μια νέα συμφωνία για τη γεωργία και τις αγροτικές περιοχές της Ευρωπαϊκής Ένωσης, η οποία βασίζεται στην κοινή κατανόηση και πίστη των κρατών μελών της για το κοινό μέλλον της Αγροτικής Πολιτικής στην Ευρώπη. Οι διαφορές στη νέα ΚΑΠ, συγκριτικά με την απερχόμενη, είναι σημαντικές, με στόχο την ενίσχυση της έξυπνης, βιώσιμης και φιλικής προς το περιβάλλον γεωργίας. Όλα αυτά αποτελούν ένα εντελώς νέο πλαίσιο λειτουργίας που θα επηρεάσει σε μεγάλο βαθμό το σύνολο της δομής της αγροτικής παραγωγής στη χώρα μας. Σημαντικές αλλαγές σε οικονομικό επίπεδο θα υπάρξουν τόσο ατομικά για κάθε αγρότη – δικαιούχο επιδοτήσεων - όσο και συλλογικά στα συνεταιριστικά σχήματα και ομάδες παραγωγών. Επιπλέον, σημαντικές αλλαγές θα παρατηρηθούν στην κατανομή των επιδοτήσεων ανά γεωγραφική περιοχή με άμεσο αντίκτυπο στην τοπική οικονομία κάθε περιοχής. Με την παρούσα μελέτη θα επιχειρηθεί αφενός να εντοπιστεί και να μετρηθεί αυτή η αναδιανομή των επιδοτήσεων και αφετέρου να εξεταστούν οι γενικότερες επιπτώσεις στον πρωτογενή τομέα.
