    • Η εφαρμογή των έργων ΣΔΙΤ / Παραχώρησης στις κοινωνίες παγκοσμίως εισήγαγε νέες προϋποθέσεις για τη λειτουργία των τεχνικών έργων. Η συγκεκριμένη δομή τέτοιων έργων είχε ως αποτέλεσμα μια μοναδική διάσταση στη διαδικασία διαχείρισης της υγείας και της ασφάλειας στην εργασία. Η τρέχουσα έρευνα εντοπίζει διάφορους παράγοντες διοίκησης της εργασιακής ασφάλειας μαζί με την επίδρασή τους στην απόδοση ασφάλειας στα Έργα ΣΔΙΤ / Παραχώρησης. Αυτοί οι παράγοντες προέρχονται από τη διεθνή βιβλιογραφία για την επίδοση σε θέματα ασφάλειας σε εργοτάξια. Λαμβάνοντας ένα δείγμα από μηχανικούς που απασχολούνται στον εθνικό και διεθνή τομέα με εμπειρία στα Έργα ΣΔΙΤ / Παραχώρησης, η διπλωματική εξετάζει εάν αυτοί οι παράγοντες επηρεάζουν ή όχι τη συμμόρφωση της ασφάλειας στο εργοτάξιο. Παράγοντες διαχείρισης όπως η προσαρμογή των συμβάσεων με τους υπεργολάβους, η ανάλυση των συνθηκών υγείας και ασφάλειας στην φάση σχεδιασμού του έργου, ο σαφής ορισμός των ρόλων και των ευθυνών στο έργο, αλλά και η δέσμευση για την υγεία και την ασφάλεια από την ανώτατη διοίκηση της εταιρείας συμβάλλει άμεσα στην επίτευξη υψηλού επιπέδου ασφάλειας σε ένα έργο ΣΔΙΤ / Παραχώρηση. Επιπλέον, η δημιουργία του κλίματος ασφάλειας στο χώρο εργασίας, μια ομαλή, περιεκτική και οργανωμένη ροή πληροφοριών, σε συνδυασμό με την κατάλληλη διαχείριση του προσωπικού και την οργάνωση των τοποθεσιών, μπορεί να προσφέρει ένα κατάλληλο περιβάλλον για αποτελεσματικό έργο όσον αφορά την επαγγελματική υγεία και ασφάλεια. Τέλος, η εφαρμογή ενός συστήματος διαχείρισης της υγείας και της ασφάλειας στην εργασία μαζί με ένα σύστημα διαχείρισης κινδύνων πεδίου παρέχει όλα τα τεχνικά εργαλεία για τον μετριασμό των επαγγελματικών κινδύνων και τη βελτίωση των συνθηκών εργασίας. Από την άλλη πλευρά, φαίνεται ότι το εκτεταμένο επίπεδο υπεργολαβίας καθώς και οι συνθήκες που αναπτύχθηκαν λόγω της πανδημίας covid-19 δεν μπορούν να αποτελέσουν εμπόδιο για την επίτευξη υψηλών επιδόσεων ασφάλειας στα έργα ΣΔΙΤ / Παραχώρησης. Παρομοίως, η εφαρμογή ενός συστήματος για κυρώσεις και ανταμοιβές στο εργοτάξιο των έργων ΣΔΙΤ / Παραχώρησης δεν φαίνεται να έχει απαραίτητα θετικά αποτελέσματα για την ενίσχυση της απόδοσης ασφάλειας.
    • The application of the PPP/Concession Projects in the communities worldwide has introduced new conditions for the operation of the technical projects. The particular structure of such projects has resulted to a unique dimension in the occupational health and safety management process. The current research identifies several management factors along with their effect on the safety performance in the PPP/Concession Projects. These factors derive from the international literature for the safety performance in construction sites. Taking a sample of engineers employed in the national and international sector with experience in the PPP/Concession Projects, the dissertation examines whether these factors affect or not the safety compliance in the construction site. Management factors such as the customization of the contracts with the subcontractors, the analysis of the occupational health and safety conditions in the design phase of the project, the clear definition of roles and responsibilities on site, but also the commitment to occupational health and safety from the top management of the company are directly contributing aspects which support the achievement of a high safety performance level in a PPP/Concession Project. Furthermore, the creation of the safety climate in the worksite, a smooth, comprehensive and organized flow of information, in combination with the proper staff management and site organization, can provide an adequate environment for effective project in terms of occupational health and safety. Finally, the implementation of an occupational health and safety management system along with a field and live risk management scheme provide all the technical tools to mitigate the occupational hazards and improve the working conditions. On the other, hand, it seems that the extended level of subcontracting as well as the conditions developed due to the pandemic covid-19 cannot be an obstacle for achieving high safety performance in PPP/Concession Projects. Similarly, the implementation of a system for sanctions and rewards in the worksite of PPP/Concession Projects does not seem to have necessarily the a positive effect for the enhancement of the safety performance.
