Με την παρούσα διπλωματική εργασία παρουσιάζεται μια πρόταση αναδιάρθρωσης της διοικητικής και οικονομικής ταξινόμησης του κρατικού προϋπολογισμού με βάση τις μεταρρυθμίσεις που έχουν υλοποιηθεί στη δημοσιονομική διαχείριση άλλων χωρών, αλλά και τις συστάσεις των διεθνών οργανισμών για το σύστημα δημοσιονομικής διαχείρισης.
Η αναδιάρθρωση της διοικητικής και οικονομικής ταξινόμησης του κρατικού προϋπολογισμού, αποσκοπεί στην εδραίωση της διαφάνειας αλλά και στην υποβοήθηση της αποτελεσματικότερης άσκησης της δημοσιονομικής διαχείρισης, καθώς και του ελέγχου του κόστους λειτουργίας των φορέων που απαρτίζουν τον κρατικό προϋπολογισμό. Με τον τρόπο αυτό θα μπορέσουμε να εντοπίσουμε τις απαιτούμενες αλλαγές στη δημοσιονομική διαχείριση του κράτους και να αντιληφθούμε την έκτασή τους.
This dissertation presents a proposal on the restructuring of the administrative and economic classification of the state budget, based on reforms implemented in other countries’ fiscal administration, as well as recommendations from international organizationσ, on fiscal administration systems.
Restructuring the administrative and economic classification of the state budget aims at establishing transparency, supporting a more effective fiscal administration and controlling the operational cost of the ministries or agencies that comprise the state budget. This way we will be able to detect the changes needed in the fiscal administration and realize their length.
