Ο θεσμός της τοπικής αυτοδιοίκησης συνιστά ένα από τα μέσα πραγμάτωσης της δημοκρατικής αρχής καθώς αναγνωρίζεται από το ίδιο το Σύνταγμα όπου και κατοχυρώνεται η διοικητική και δημοσιονομική αυτοτέλεια της. Επιπλέον, σε ευρωπαϊκό επίπεδο, έχει αναγνωριστεί από το Συμβούλιο της Ευρώπης η σημασία της απρόσκοπτης λειτουργίας της και προστατεύεται ως προς τις βασικές της συνιστώσες από τον Ευρωπαϊκό Χάρτη Τοπικής Αυτονομίας (Ε.Χ.Τ.Α.).
Ωστόσο, ένα από τα μεγαλύτερα προβλήματα που αντιμετωπίζει η Τοπική Αυτοδιοίκηση στην Ελλάδα είναι η εξασφάλιση της αναγκαίας χρηματοδότησης για την επιτέλεση των σκοπών της. Μέσα από τη συγκριτική μελέτη των προσφερόμενων οικονομικών στοιχείων μεταξύ των κρατών-μελών της Ε.Ε. προκύπτει ότι η Ελλάδα αποτελεί ένα συγκεντρωτικό κράτος με περιορισμένη οικονομική αυτοτέλεια των Ο.Τ.Α., οι οποίοι για να λειτουργήσουν εξαρτώνται άμεσα από τις κρατικές επιχορηγήσεις. Επιπλέον, τα ιδία έσοδα (φορολογικά) των Ο.Τ.Α. (τακτικά και έκτακτα) κρίνονται πλέον ανεπαρκή και η ανάγκη αναζήτησης και χρήσης νέων χρηματοδοτικών εργαλείων που προσφέρονται στη χρηματοπιστωτική αγορά θεωρείται αναγκαία.
Στη παρούσα εργασία θα παρουσιαστούν όλες οι εν δυνάμει πηγές χρηματοδότησης τόσο σε εθνικό όσο και σε ευρωπαϊκό επίπεδο. Ειδικότερα, ο δανεισμός από αναγνωρισμένα Πιστωτικά Ιδρύματα της χώρας ή του εξωτερικού για πραγματοποίηση σκοπών, που ανήκουν στην αρμοδιότητα τους, το Πρόγραμμα JESSICA, ELENA, οι Συμπράξεις Δημοσίων και Ιδιωτικών Φορέων (ΣΔΙΤ), το Πράσινο Ταμείο, το Ειδικό Πρόγραμμα του Υπουργείου Εσωτερικών, Οικονομίας και Ανάπτυξης και Οικονομικών για τη χορήγηση επενδυτικών δανείων αποπληρωθέντων από το Πρόγραμμα Δημοσίων Επενδύσεων «ΦΙΛΟΔΗΜΟΣ Ι», αποτελούν μερικές μόνο από τις εναλλακτικές μορφές χρηματοδότησης της Τοπικής Αυτοδιοίκησης και ίσως μια διέξοδος στο πρόβλημα ρευστότητας που αυτή αντιμετωπίζει. Τέλος, παρουσιάζεται ο ρόλος του Ταμείου Παρακαταθηκών και Δανείων, ως κύριου ειδικού χρηματοπιστωτικού Οργανισμού που στηρίζει τους Οργανισμούς Τοπικής Αυτοδιοίκησης, είτε μέσω δανεισμού είτε μέσω επιχορηγήσεων, για την εκτέλεση έργων υποδομής ή έργων γενικού συμφέροντος, αποτελώντας ίσως σήμερα μια από τις κυριότερες πηγές χρηματοδότησής τους.
The institution of local government is one of the means of realizing the democratic principle as it is recognized by the Constitution itself, where its administrative and budgetary autonomy is guaranteed. In addition, at the European level, the Council of Europe has recognized the importance of its unimpeded operation and is protected in its essential components by the European Charter of Local Self-Government (HEPA).
However, one of the biggest problems faced by Local Government in Greece is to secure the necessary funding for the achievement of its goals. Through the comparative study of the economic data offered between the EU member states it appears that Greece is a centralized state with limited financial autonomy of local authorities of which their function directly depends on government subsidies. In addition, the tax revenue of local authorities (regular and extraordinary) are no longer adequate and the need to seek and use new financial instruments available on the financial market is considered necessary. This paper will present all potential sources of funding at both national and European level.
In particular, the lending by recognized Credit Institutions of the country or abroad for the realization of objectives falling under their responsibility, the JESSICA Program, ELENA, Public Private Partnerships (PPPs), Green Fund, the Special Program of the Ministry of the Interior, Economy and Development and Finance for the granting of investment loans repaid by the Public Investment Program "FILODIMOS I and II" are just some of the alternative forms of local government funding and perhaps a way out of the liquidity problem it faces. Finally, the role of the Deposits and Loans Fund is presented as the main specialized financial institution that supports Local Government Organizations, either through borrowing or through grants, for the execution of infrastructure projects or projects of general interest, perhaps today one of their main sources of financing.
