    • Αντικείμενο της διπλωματικής εργασίας είναι ανάλυση και η μοντελοποίηση των σταδίων που ακολουθούνται στο πλαίσιο της σύμβασης δημοσίων έργων, δηλαδή τα βήματα από την υπογραφή του συμφωνητικού έως και την παράδοση του έργου, σύμφωνα με την ισχύουσα νομοθεσία. Αρχικά παρουσιάζεται ο Ν.4412/2016 με απλό, διακριτό και κατανοητό τρόπο, ξεκινώντας από τις ευρωπαϊκές οδηγίες και την υποχρέωση, που είχε η χώρα μας ως κράτος μέλος, της ενσωμάτωσης των κοινοτικών οδηγιών στις εθνικές διατάξεις. Ακολουθεί η παρουσίαση της διαδικασία που προηγείται της σύναψης της δημόσιας σύμβασης, δηλαδή παρουσιάζεται ο τρόπος επιλογής των δημοσίων έργων που θα εκτελέσει ένας φορέας, οι μελέτες και αδειοδοτήσεις που προαπαιτούνται προκειμένου να προκηρυχθεί δημόσιος διαγωνισμός για την επιλογή αναδόχου για την ανάθεση εκτέλεσης δημόσια σύμβασης έργου. Η ηλεκτρονική διαδικασία για την επιλογή αναδόχου αποτελεί την κυριότερη καινοτομία του Ν. 4412/2016 και δεν θα μπορούσε να μην γίνει μια σύντομη αναφορά στην παρούσα εργασία, παρόλο που η ανάλυση της διαδικασίας ηλεκτρονικών διαγωνισμών θα μπορούσε να αποτελέσει ένα θέμα εργασίας από μόνο του. Το μεγαλύτερο μέρος της εργασίας αναλώνεται στην ανάλυση των άρθρων του Ν.4412/2016 που αφορούν στην εκτέλεση συμβάσεων δημοσίων έργων. Η ανάλυση γίνεται με απλό μεν αλλά σαφή τρόπο, έτι ώστε να παρατίθενται όλα τας στάδια εκτέλεσης χωρίς να κουράζουν τον αναγνώστη με παραπομπές και αναφορές σε άρθρα του ίδιου ή και άλλων νομοθετημάτων. Τελικώς στόχος είναι η μοντελοποίηση της ανωτέρω διαδικασίας μέσω του διαγράμματος IDEF0. Η μοντελοποίηση γίνεται με σκοπό να διερευνηθεί η δυνατότητα παρακολούθησης της εκτέλεσης των δημόσιων συμβάσεων μέσω ενός μοντέλου. Πόσο εύχρηστο μπορεί να είναι για τις αναθέτουσες αρχές ένα μοντέλο, πόσο εύκολα μπορεί να επικαιροποιείται και να ακολουθεί τις αλλαγές τις νομοθεσίας, τι εκπαίδευση χρειάζεται στο προσωπικό για να είναι σε θέση να το χρησιμοποιεί, τί κόστος έχει για τους φορείς η χρήση μοντέλου είναι ερωτήματα που θα απαντηθούν στο καταληκτικό κεφάλαιο με τα συμπεράσματα της παρούσας μεταπτυχιακής διπλωματικής εργασίας.  
    • The subject of the current dissertation is the analysis and modeling of various stages followed during a convention for the conduction of public works; from the very first steps since the signing of the contract until the final delivery of the public works, in accordance with the current legislation. Initially the law 4412/2016 is presented in a simple, distinguished and comprehensive way, starting from the EU guidelines and the obligation, which our country as an EU member has undertaken for the incorporation of EU legislation to the national legal framework. Afterwards the procedure, preceding the public contract signing, is presented; the way that a public body selects which works and constructions will be carried out, the studies and licensed pre-required, in order a public competition to be declared for tender selection and public contract assignation. The electronic procedure for the selection of the body, which will undertake the public works, is the basic innovation of law 4412/2016. For that reason, it was considered essential that a short reference to this procedure should be made in this dissertation, although that the analysis of procedures for electronic competitions could be comprise an entire dissertation itself. The largest part of this dissertation is devoted in the analysis of individual articles of law 4412/16 concerning the conduction of public work contracts. Analysis takes place in a simple but clear way, mentioning all stages of conduction, without becoming exhausting for the reader, with citations and references to articles of the same or other laws. The final aim is modeling the above-mentioned procedure through IDEF0 software. Modelling is trying to investigate the capability of attending the conduction of public contracts through a model. How much user-friendly could this model become for competence authorities, how easily this model could be updated following the legislation changes, what kind of training for the personnel is required, what is the entire cost for the public bodies are some of the questions under investigation, which will be answered in the final chapter of the subject dissertation.
