    • Η παρούσα διατριβή αναλύει το νομικό και κανονιστικό καθεστώς των διαγωνισμών, των απευθείας αναθέσεων καθώς και το καθεστώς της αυτεπιστασίας για την εκτέλεση δημοσίων έργων σε ΟΤΑ Α’ Βαθμού. Περαιτέρω αναλύει το καθεστώς υποβολής των σχετικών προσφορών συμμετοχής και το καθεστώς δημοσιότητας, ενώ επίσης γίνεται εκτενής αναφορά στον προσυμβατικό έλεγχο των διαγωνισμών. Πολύ περισσότερο περιγράφεται η διαδικασία που ακολουθείται από τον διαγωνισμό ή μη μέχρι και την ολοκλήρωσή ενός τεχνικού έργου. Επίσης για την ευκρινέστερη αντιμετώπιση προβλημάτων ερμηνείας και αντίληψης των σχετικών διατάξεων παρατίθενται κατά βάση παραδειγματικές αποτυπώσεις όλων των σχετικών διαδικασιών.
    • The current thesis analyzes the legal and regulatory status of tenders in public works contracts in Local Authorities and especially short, open, restricted, direct, as well as self-employment arrangements for the execution of public works in Local Authorities. It further analyzes the arrangements for the submission of the relevant bids and the publicity scheme, and also makes extensive reference to pre-contractual scrutiny of competitions. Much more describes the procedure followed by the competition or not until the completion of a technical project. In addition, for the clearer interpretation of problems of interpretation and perception of the relevant provisions, there are basically exemplary impressions of all the relevant procedures.
