    • Η παρούσα διπλωματική εργασία έχει ως κύριο σκοπό, αφενός τη διερεύνηση της συμβολής των Συμβάσεων Παραχώρησης (Σ.Π.) και Συμπράξεων Δημοσίου & Ιδιωτικού Τομέα (Σ.Δ.Ι.Τ.) στην αποτελεσματικότερη εκτέλεση των έργων υποδομής του ελληνικού δημοσίου τομέα, αφετέρου τη βελτίωση του συστήματος με βάση τους κρίσιμους παράγοντες επιτυχίας των έργων Σ.Δ.Ι.Τ. Το ερευνητικό πρόβλημα που αναλύει η συγκεκριμένη ΜΔΕ αφορά στην επισκόπηση, αξιολόγηση και στη δυνατότητα αξιοποίησης των εναλλακτικών συμβάσεων από τους δημόσιους φορείς στην Ελλάδα, ως ένα καινοτόμο εργαλείο βιώσιμης ανάπτυξης των έργων υποδομής, με αποτελεσματικότητα προς όφελος του δημοσίου συμφέροντος. Στα πλαίσια του σκοπού της διπλωματικής εργασίας και του ερευνητικού προβλήματος που αναλύει, τέθηκαν δύο κεντρικά ερωτήματα και επιχειρήθηκαν πέντε επιμέρους υποθέσεις εργασίας όπου διατυπώνονται στο 5ο Κεφάλαιο. Βασικό εργαλείο στο εγχείρημα αυτό, αποτέλεσε η έρευνα που διενεργήθηκε σε ιδιωτικούς φορείς με εμπειρία πάνω σε έργα Σ.Δ.Ι.Τ. αλλά και δημόσιους φορείς, κυρίως εκπροσώπους των ΟΤΑ, ώστε να καταγραφούν οι απόψεις και των δύο πλευρών. Πιο συγκεκριμένα, προκειμένου να απαντηθούν τα ερωτήματα και οι υποθέσεις της έρευνας διεξήχθη έρευνα μέσω Ερωτηματολογίου. Στόχο της έρευνας αποτελεί η καταγραφή των απόψεων εκπροσώπων των φορέων, τόσο του Δημοσίου όσο και του Ιδιωτικού, για τις συμβάσεις Σ.Δ.Ι.Τ. Ερευνήθηκε μέσω ποσοτικού και ποιοτικού ελέγχου, κατά πόσο οι εναλλακτικές συμβάσεις Σ.Δ.Ι.Τ. δύναται να αποτελέσουν αναπτυξιακό εργαλείο ώστε να συμβάλλουν στην ανάπτυξη της χώρας, λαμβάνοντας υπόψη αφενός τους χρηματοοικονομικούς περιορισμούς που η ίδια αντιμετωπίζει, αφετέρου τους κρίσιμους παράγοντες επιτυχίας των έργων Σ.Δ.Ι.Τ. χάριν βελτίωσης του συστήματος. Οι διαπιστώσεις και τα συμπεράσματα της έρευνας προκύπτουν μέσα από την γνώση και την εμπειρία που αποκόμισαν οι φορείς από την εμπλοκή τους με κάποιο έργο Σ.Δ.Ι.Τ. αλλά και από την ενημέρωσή τους σχετικά με τον ίδιο τον θεσμό. Τα τελικά αποτελέσματα επιβεβαίωσαν τα ερωτήματα και τις υποθέσεις της έρευνας, καταλήγοντας στο συμπέρασμα ότι οι Σ.Δ.Ι.Τ. αποτελούν έναν εναλλακτικό τρόπο υλοποίησης των αναγκαίων έργων υποδομής του Δημοσίου Τομέα τόσο σε εθνικό όσο και σε τοπικό επίπεδο, παρέχοντας συγχρόνως χρήσιμες προτάσεις βελτίωσης υιοθέτησης του θεσμού.
    • The diploma thesis presented below aims mainly at investigating the contribution of the Concession Contracts (CC) as well as of the Public Private Partnerships (PPPs) to the more effective execution of infrastructure projects of the Greek public sector on the one hand, and at improving the system on the basis of the critical success factors of PPPs projects on the other. The research problem that this specific post diploma thesis analyses, concerns the overview, assessment and the possibility of utilising alternative contracts from the public carriers in Greece as an innovative tool of sustainable growth of infrastructure projects being carried out effectively and in the public interests. In the context of the purpose of the diploma thesis and the research problem that it analyses, two focal questions were raised and five individual work hypotheses were attempted, which are cited in the 5th chapter. A basic tool in this endeavour was the research that was conducted in private carriers experienced in PPPs projects as well as in public carriers, mainly representatives of local authorities organisations, so that the views of both parties could be recorded. More specifically, in order for the questions and the assumptions of the research to be answered, a survey was conducted by means of a questionnaire. The aim of the survey is the recording of the carriers 'representatives' views, both of the public and the private ones concerning the PPPs contracts. The extent to which the alternative PPPs contracts can constitute a growth tool was looked into through quantative and qualitative checking taking into consideration the monetary-financial limitations that the country itself faces on the one hand, and the critical success factors of PPPs thanks to the improvement of the system, on the other. The conclusions of the research are drawn from the knowledge and the experience that the carriers gained through their involvement in some PPPs project as well as their update regarding the institution itself. The final results confirmed the questions and the research hypotheses, reaching the conclusion that the PPPs constitute an alternative way of materialising the necessary infrastructure projects of the public sector on a national as well as a local level, while making useful suggestions concerning the improvement of the adoption of the institution at the same time
