Κατά την εκτέλεση ενός κατασκευαστικού έργου, από τις βασικότερες απαιτήσεις, και στόχος όλων των εμπλεκομένων μερών, είναι η ολοκλήρωσή του εντός του αρχικού σχεδιασμού, δηλαδή, η ολοκλήρωση εντός του αρχικού προϋπολογισμού και χρονοδιαγράμματος.
Στην παρούσα διπλωματική εργασία παρουσιάζεται μια διαδεδομένη και πολύ αξιόπιστη μέθοδος που χρησιμοποιείται για το σκοπό αυτό, η Μέθοδος της Παραγόμενης Αξίας και η σημασία που έχει η εφαρμογή της στη διαχείριση τεχνικών έργων.
Η Μέθοδος της Παραγόμενης Αξίας είναι μια μέθοδος ελέγχου των κατασκευαστικών/τεχνικών έργων, η οποία χρησιμοποιεί δεδομένα από τα έργα αυτά, τα οποία μετρά, αναλύει και συνδυάζει, ώστε να εκτιμήσει την παρούσα κατάσταση του έργου και να προβλέψει με ακρίβεια την επίδοση.
Στην εργασία, γίνεται αναφορά στην ιστορική εξέλιξη της μεθόδου και παρουσιάζονται τα βασικά της μεγέθη. Επίσης, γίνεται ανασκόπηση, μέσω της διεθνούς βιβλιογραφίας που εξετάστηκε, όπου φαίνονται οι πρακτικές που ακολουθούνται και η ποικιλία των εφαρμογών που έχει η μέθοδος. Στη συνέχεια, γίνεται εφαρμογή σε τεχνικά έργα του δημόσιου τομέα (έργα Δήμων). Από την εφαρμογή, είναι δυνατόν να φανούν ποια είναι τα σημεία εκείνα που χρειάζονται προσοχή και πως μπορεί η Μέθοδος της Παραγόμενης Αξίας να αποτυπώσει εξέλιξη των έργων και να βοηθήσει στην αποδοτικότερη εκτέλεσή τους.
Η εργασία αυτή, έχει σαν στόχο, μέσα από τα αποτελέσματα που προκύπτουν, να παρουσιάσει προτάσεις για την εκτέλεση των δημόσιων έργων, όπου η χρήση της Μεθόδου της Παραγόμενης Αξίας, θα μπορέσει να βοηθήσει στην αποτελεσματικότερη διαχείρισή τους.
During the execution phase of a construction project, perhaps, the most fundamental requirement and the goal of all stakeholders, is to complete the project within the original planning, that is, to complete it within the original budget and schedule.
In this paper, a widely popular and very reliable method that is used for this purpose, is presented, the Earned Value Method and the importance of its application in the management of construction projects.
The Earned Value Method, is a method to control construction/technical projects, which uses data from these projects, which are measured, analyzed and combined, in order to assess the current state of the project and accurately predict the performance.
In the paper, reference is made to the historical evolution of the method and its basic elements are presented. Moreover, a review is made, through the international literature that was examined in this paper, which shows the practices that are followed and the variety of applications that the method has. Then, the Method is applied to technical projects of the public sector (projects of Municipalities). By applying the Method, it is possible to see which are the points that need attention and how the Earned Value Method can display the progress of the projects and help in their more efficient execution.
The aim of the paper, is to present proposals for the execution of public sector projects, where the use of the Earned Value Method, will be able to help in their more efficient management.
