Τα τελευταία χρόνια η Ευρωπαϊκή Ένωση καθώς και ορισμένες χώρες που δεν ανήκουν σε αυτή αλλά υπάγονται γεωγραφικά στην Ευρώπη έχουν βάλει κοινούς στόχους ως προς την ανάπτυξη και την αειφορία ή βιώσιμη ανάπτυξη. Η ανάπτυξη προσδιορίζεται κυρίως με τη σημασία της κοινωνικής ευημερίας και όχι με την αυστηρά οικονομική έννοια που ίσχυε παλαιότερα. Η βιώσιμη ανάπτυξη ενέχει τη σημασία της προστασίας του περιβάλλοντος μέσω επενδύσεων, ανάπτυξη τεχνολογίας ή και μέτρων για την εξοικονόμηση ενέργειας και των φυσικών και μη, πόρων με τη συμβολή και των κρατών και των πολιτών τους.
Βάσει αυτών των στόχων οι επιστημονικές έρευνες και τα ευρωπαϊκά ερευνητικά προγράμματα, και για τον τομέα των μεταφορών, ο οποίος μελετάται στην παρούσα διπλωματική, οδηγούνται στην κατεύθυνση της αειφόρου ανάπτυξης και θέτουν ως στόχο την προστασία του περιβάλλοντος και ακολούθως τη μείωση των περιβαλλοντικών επιπτώσεων. Οι μεταφορές συμβάλλουν γενικώς θετικά στην οικονομική και κοινωνική ευημερία όμως έχουν και αρνητικές επιπτώσεις οι οποίες επιφέρουν κόστος, άμεσο και έμμεσο, περιβαλλοντικό, κοινωνικό και οικονομικό στα κράτη και τους πολίτες τους.
Εδώ στην παρούσα μελέτη εξετάζεται το έμμεσο κόστος ή εξωτερικό κόστος των μεταφορών. Αυτό το κόστος συνήθως δεν επιβαρύνει άμεσα τους χρήστες των μεταφορών και εκείνοι συνήθως δεν το λαμβάνουν υπόψη τους όταν παίρνουν αποφάσεις για τις μεταφορές τους με συνέπεια να συμβάλλουν πολλάκις στην αύξηση των αρνητικών επιπτώσεων. Με την εσωτερικοποίηση αυτού του κόστους, μετακύλιση του εξωτερικού κόστους απευθείας στους χρήστες, εκείνοι θα αναγκαστούν να το λάβουν υπόψη κατά τη διαδικασία λήψεως των αποφάσεων τους. Το μεγαλύτερο μέρος αυτού του κόστους προκύπτει από τις οδικές μεταφορές και κυρίως από τους αυτοκινητόδρομους. Οπότε εδώ εξετάζεται το εξωτερικό κόστος των μεταφορών, ειδικά το οδικό και θα γίνει η αξιολόγηση και ποσοτικοποίηση του βάσει των διάφορων ευρωπαϊκών ερευνών και προγραμμάτων.
In the past few years the European Union along with certain other countries, which are not part of it but they are too geographically in Europe, they have set common objectives as for the growth and the sustainability or sustainable development. At these days, growth has mainly the meaning of social prosperity and not the strictly economic significance which was usually in effect in the past several years. The sustainable development embraces the importance of protection of the environment via investments, growth or new technological means or even measures for saving of energy and natural and non natural resources through the contribution of the states and their citizens.
Based on these objectives the scientific researches and the European research projects, especially for the transport sector which is examined in the current dissertation, are led towards the sustainable growth and set as an objective the protection of the environment and subsequently the reduction of the environmental impacts. The transport sector contributes in general, positively in the economic and social prosperity, however it is also having negative repercussions that necessitate costs, direct and indirect, environmental, social and economical in both the states and their citizens.
In the current study, the indirect costs or external costs of transports are examined. These costs usually do not burden directly the transport users. In addition, these users usually do not take into consideration these costs on their transports decision making and subsequently is possible that they may contribute in the continuous increase of negative repercussions. By the internalization of these costs, transfer of the external costs directly to the users, those will be forced to take these into consideration at the process of their decision-making. The major part of these costs results from the road transports and mainly from the motorways. Therefore, in this study the external costs of transports are examined, specifically the road transport costs and an evaluation and their quantification will be made based on various European researches and projects.
