    • Η καταπολέμηση της απάτης με έγκαιρο εντοπισμό και πρόληψη ενδεχόμενης απάτης και παρατυπιών, στο πλαίσιο διαχείρισης των συγχρηματοδοτούμενων προγραμμάτων και ιδιαίτερα των κρατικών ενισχύσεων, αποτελεί ζήτημα κρίσιμης σημασίας τόσο για την Ελλάδα όσο και για την ΕΕ. Η εργασία αφορά την ανάπτυξη του Πληροφοριακού Συστήματος «Risk Analysis Tool» για υποστήριξη της κατάρτισης προγράμματος ελέγχων των έργων κρατικών ενισχύσεων και υποστήριξη ολοκλήρωσης με μοντέλο εκτίμησης κινδύνου παρατυπιών ή απάτης, εξετάζοντας, αναλύοντας και συσχετίζοντας τα διαθέσιμα δεδομένα διαφορετικών πληροφοριακών συστημάτων ΟΠΣ ΕΣΠΑ, ΠΣΚΕ, Σώρευσης και Taxis πλέον των μακροσκοπικών στοιχείων των έργων και της στατικής εξέτασης κάθε έργου μεμονωμένα. Η ανάλυση περιλαμβάνει ορισμό παραγόντων κινδύνου και εκτίμηση κινδύνου των έργων σε όλα τα στάδια υλοποίησης. Τα δεδομένα εργασίας είναι 26.000 ενισχύσεις ΕΣΠΑ 2007-2013. Σκοπός είναι η εφαρμογή στις ενισχύσεις ΕΣΠΑ 2014-2020 γιά βελτίωση της διαχείρισης με πρόληψη, έγκαιρη ανίχνευση και απόκριση για περιπτώσεις ενδεχόμενης παρατυπίας ή απάτης
    • Fighting fraud with early detection and prevention of irregularities and possible fraud, under the management of co-financed projects, is an issue of critical importance both for Greece and for the European Commission. This work involves the development of an information system "Risk Analysis Tool" to support the planning of audits / verifications of state aid projects with model assessment of the risk of irregularity or fraud, examining, analyzing and correlating all available data entities from official information systems MIS NSRF (OPS ESPA), State Aid Management Information System (SAMIS), State Aid Cumulation System (SACS) and GSIS data (Taxis), additionally to the macroscopic assessment of projects and to the static examination of each project individually of the existing situation. The analysis includes the detection of possible fraud/irregularities on any stage of the cycle of implementation of State aid projects through the calculation of risk factors for indications of possible fraud or irregularities (red flags) and through the estimation of a degree of risk (risk score) per state aid project. The working dataset for the development and adaptation of the model was 26,000 state aid projects of the NSRF 2007-2013,. The Information System developed is used also to support the closure of the state aid projects in the NSRF programming period 2007-2013. The Information System and the model developed can be applied to the state aid projects of the NSRF programming period 2014-2020 and to contribute to the analysis of risk factors and improvement of procedures and official information systems transferring controls and checks developed in prevention, early detection and response for cases of possible irregularities or fraud
