This dissertation investigates the strategic implementation of Artificial Intelligence (AI) in the public sector across the European Union. It aims to assess how Member States are integrating AI and digital technologies into public administration and to what extent these efforts are aligned with the EU’s Digital Decade Policy Programme 2030.

The study is based on a data-driven approach, combining quantitative analysis of DESI indicators with selective references to national Digital Decade reports and use case data from the Public Sector Tech Watch (PSTW). Through clustering techniques and principal component analysis (PCA), the research reveals distinct patterns of digital maturity among Member States.

The findings show that Northern and Western European countries outperform their Eastern and Southern counterparts across multiple digital public service indicators, which remain notably behind, facing challenges related to infrastructure, interoperability, and citizen adoption.

PSTW data further illustrate that AI adoption in public administration is most prevalent in general public services and economic affairs, using technologies such as machine learning and natural language processing. However, the degree of institutional readiness and the distribution of use cases varies significantly by country and governance level.

The dissertation concludes that while the EU has established a coherent vision for digital transformation, implementation remains uneven.

Η παρούσα πτυχιακή εργασία εξετάζει την εφαρμογή της Τεχνητής Νοημοσύνης (AI) στον δημόσιο τομέα των κρατών-μελών της Ευρωπαϊκής Ένωσης. Στόχος της είναι η αξιολόγηση του βαθμού ενσωμάτωσης των ψηφιακών τεχνολογιών και εφαρμογών AI στη δημόσια διοίκηση.

Η μελέτη βασίζεται σε ανάλυση δεδομένων, συνδυάζοντας ποσοτική αξιολόγηση δεικτών DESI με επιλεκτικές αναφορές σε εθνικές εκθέσεις που αφορούν στο πρόγραμμα πολιτικής για την ψηφιακή δεκαετία της Ευρώπης, καθώς και δεδομένα από την πλατφόρμα Public Sector Tech Watch (PSTW). Μέσα από τεχνικές ομαδοποίησης (clustering) και ανάλυση κύριων συνιστωσών (PCA), η έρευνα χαρτογραφεί διακριτές ομάδες ψηφιακής ωριμότητας μεταξύ των κρατών-μελών.

Τα αποτελέσματα δείχνουν ότι οι χώρες της Βόρειας και Δυτικής Ευρώπης υπερέχουν έναντι των χωρών της Ανατολικής και Νότιας Ευρώπης σε πολλούς δείκτες.

Τα δεδομένα από το PSTW δείχνουν ότι η υιοθέτηση AI επικεντρώνεται κυρίως σε γενικές δημόσιες υπηρεσίες και οικονομικές υποθέσεις, με έμφαση σε τεχνολογίες όπως η μηχανική μάθηση και η επεξεργασία φυσικής γλώσσας. Ωστόσο, ο βαθμός οργανωτικής ετοιμότητας και η γεωγραφική κατανομή των εφαρμογών διαφέρουν σημαντικά μεταξύ των χωρών και των επιπέδων διακυβέρνησης.

Η εργασία καταλήγει στο συμπέρασμα ότι, παρόλο που η Ε.Ε. έχει διαμορφώσει ένα συνεκτικό όραμα για τον ψηφιακό μετασχηματισμό, η εφαρμογή του παραμένει άνιση και κατακερματισμένη.
