The coronavirus(covid-19) pandemic which burst out in 2020 is driving major changes in the public sector worldwide and in Greece as well. Most countries had to adjust rapidly to the unprecedented conditions caused by the pandemic and the implementation of a lot of new methods of work were accelerated.

We are going to make a brief review of the administrative model of operation of public administration until the precoronavirus period initially and then present these changes introduced globally and in Greece as well and how the public servants reacted to them. Teleworkinh or remote working, shiftwork, new electronical ways of communication and handling documents, teleconferences, expansion of digital signature and ICT in general are some of the innonative tools that are highly used after the pandemic in the public sector.

In the context of this thesis, the most imoortant changes that have taken place will be presented with a two-pronged approach both: a) in the practical part of the employee;s work with the introduction and further use of ICT as well as b) the adoption of more flexible forms of work, making at the same time a brief reference to the governance model of greek public administration, to e government and digital indexes of the country.

The new practices can contribute to the transformation and reorganization of the public services making them more flexible and efficient. However, the main point here is to see of public servants indeed have seen theiw way of working change, how they feel about these changes and what are the challenges they have to deal with, if they adjusted or not to them and if they feel these changes improved or deteriorated their working life. If they increased their efficiency and if those new tools are still used, and they are intended to be used in the future, since we are in the wake of COVID-19 crisis and if finally, they think these changes will be maintained in the future.

To anwer these questions, we are going to examine and give emphasis in the case of Ministry of Development and Investments by analyzing a notable sample of the workforce through a research based on a questionnaire, the conclusions of which could be used to formulate policies and programs of new forms of work both in potential crisis situations and in normal circumstances.

Η πανδημία του κορονοϊού που ξέσπασε το 2020 επέφερε σημαντικές αλλαγές στη λειτουργία του δημόσιου τομέα παγκοσμίως αλλά κσι την Ελλάδα πιο συγκεκριμένα. Οι περισσότερες χώρες έπρεπε να προσαρμοστούν ταχύτατα στις άνευ προηγουμένου καταστάσεις που είχαν να διαχειριστούν λόγω κορονοϊού και να επιταχύνουν την υιοθέτηση νέων μεθόδων εργασίας για την καλύτερη λειτουργία του δημόσιου τομέα.

Η τηλεργασία, η εργασία εκ περιτροπής, η ευέλικτη εργασία, οι νέοι ηλεκτρονικοί τρόποι επικοινωνίας και διαχείρισης εγγράφων, οι τηλεδιασκέψεις, η επέκταση της ηλεκτρονικής υπογραφής είναι μόνο μερικά από τα νέα εργαλεία που χρησιμοποιήθηκαν κατά την περίοδο της πανδημίας και μετέπειτα και επέφεραν αλλαγές στις εργασιακές συνθήκες του εργατικού δυναμικού στον δημόσιο τομέα. Στα πλαίσια αυτής της εργασίας θα παρουσιαστούν οι σημαντικότερες αλλαγές που συντελέστηκαν με διττή προσέγγιση, τόσο στο πρακτικό κομμάτι της εργασίας των υπαλλήλων με την εισαγωγή και την περαιτέρω χρήση των ΤΠΕ όσο και με την υιοθέτηση πιο ευέλικτων μορφών εργασίας, κάνοντας μία σύντομη αναφορά στο μοντέλο διακυβέρνησης της ελληνικής δημόσιας διοίκησης, στην ηλεκτρονική διακυβέρνηση και στους δείκτες ψηφιακής επίδοσης της χώρας.

Οι νέες αυτές πρακτικές μπορούν να συμβάλλουν στον μετασχηματισμό και την αναδιοργάνωση των δημόσιων υπηρεσιών, καθιστώντας τις πιο ευέλικες και αποτελεσματικές. Επίσης, θα διερευνήσουμε τη στάση των δημοσίων υπαλλήλων ως προς τις νέες αυτές αυνθήκες εργασίας, κατά πόσο προσαρμόστηκαν σε αυτές και πόσο θεωρούν ότι επηρέασαν την εργασιακή τους ζωή και την αποτελεσματικότητά τους. Ακόμη, επισημαίνονται τα νέα εργαλεία, τα οποία θα μπορούσαν να διατηρηθούν και μετά το πέρας της κρίσης του κορονοϊού προς διευκόλυνση των εργαζομένων. 

Για τον σκοπό αυτό πραγματοποιήθηκε έρευνα με ερωτηματολόγιο στους υπαλλήλους του Υπουργείου Ανάπτυξης και Επενδύσεων, τα συμπεράσματα της οποίας θα μπορούσαν να χρησιμοποιηθούν για τη διαμόρφωση πολιτικών και προγραμμάτων νέων μορφών εργασίας, τόσο σε ενδεχόμενες καταστάσεις κρίσης όσο και σε κανονικές συνθήκες.
