The Greek pharmaceutical market and the impact of the application of rebate and clawback

    • Η παρούσα διπλωματική εργασία εκπονήθηκε στο πλαίσιο του μεταπτυχιακού προγράμματος σπουδών «Master’s in Business Administration» του Ελληνικού Ανοικτού Πανεπιστημίου. Αντικείμενο της εργασίας είναι η ανάλυση της φαρμακοβιομηχανίας, του περιβάλλοντος στο οποίο δραστηριοποιείται καθώς και η μελέτη των προκλήσεων που καλούνται να αντιμετωπίσουν οι ελληνικές φαρμακευτικές εταιρείες σε ένα ευμετάβλητο περιβάλλον. Ο φαρμακευτικός κλάδος φαίνεται να είναι ένας από τους ελάχιστους χώρους της ελληνικής οικονομίας που αντιμετωπίζει ευέλικτα τις περιβαλλοντικές αλλαγές (κρατικές ρυθμίσεις, φορολογία) και παρουσιάζει μια υγιή πορεία γενικότερα. Παράλληλα, στόχος της διπλωματικής εργασίας είναι να εξετάσει πως τα μέτρα που εισήχθησαν γύρω στο 2012 με 2013 ( clawback και rebate ) επηρέασαν την ελληνική φαρμακευτική αγορά. Πιο συγκεκριμένα εδώ να πούμε ότι το clawback και το rebate αποτελεί μια κρατική παρέμβαση με στόχο να βοηθήσει στον εξορθολογισμό του φαρμακευτικού κόστος. Σύμφωνα με τη βιβλιογραφία, λόγω της ύφεσης και της οικονομικής κρίσης που σημειώθηκε το 2008, η εφαρμογή των μέτρων αυτών φαίνεται να έγινε εσπευσμένα χωρίς συγκεκριμένο σχέδιο με αποτέλεσμα να προκύψουν μια σειρά από προβλήματα τόσο στη φαρμακοβιομηχανία όσο και στην ιδιωτικούς παρόχους υγειονομικής περίθαλψης. Το δεύτερο μέρος της διατριβής περιλαμβάνει τις μεθοδολογίες έρευνας που χρησιμοποιήθηκαν για την εξέταση της κατάστασης του θέματος της διπλωματικής εργασίας, χρησιμοποιώντας συνεντεύξεις με στελέχη φαρμακευτικών εταιρειών. Για την προσέγγιση των τελικών στόχων της έρευνας, πραγματοποιήθηκαν τέσσερις συνεντεύξεις με στελέχη που δραστηριοποιούνται σε 4 διαφορετικές Φαρμακευτικές Εταιρείες, που δραστηριοποιούνται στην Ελλάδα αλλά έχουν και παρουσία στα Βαλκάνια και την Ευρώπη. Τα αποτελέσματα της έρευνας έδειξαν ότι η εισαγωγή και εφαρμογή του Clawback & Rebate στη χώρα φαίνεται να έγινε χωρίς μακροπρόθεσμο σχέδιο και λόγω των συνθηκών που δημιούργησε η οικονομική κρίση και χωρίς να ληφθούν υπόψη οι συνέπειες που θα έχει η εφαρμογή ενός τέτοιου μέτρο που θα είχε για τις επιχειρήσεις. Αυτές οι πολιτικές έχουν προκαλέσει μια σειρά προβλημάτων τόσο για την οικονομία όσο και για την κοινωνία, αν αναλογιστεί κανείς τη συμβολή του κλάδου στην απασχόληση και τη φορολογία.
    • The present dissertation was prepared in the framework of the postgraduate study program "Master’s in Business Administration" of the Ηellenic Open University. The object of the work is the analysis of the pharmaceutical industry, the environment in which it operates as well as the study of the challenges that the Greek pharmaceutical companies are called to face in a changeable environment. The pharmaceutical sector seems to be one of the few sectors of the Greek economy that copes flexibly with environmental changes (state regulations, taxation) and presents a healthy course in general. At the same time, the aim of the dissertation is to examine the factors that affect the implementation of clawback and rebate measures in the Greek pharmaceutical market. The clawback and rebate belong to the state category interventions and policiesto streamline, better control and reduce pharmaceutical costs. According to the literature, due to the recession and the economic crisis that occurred in 2008, the implementation of these measures seems to have been done hastily without a specific plan and as a result a number of problems have arisen both in the pharmaceutical industry and in private health care providers. The second part of the dissertation comprises the research methodologies that were used to examine the situation of the dissertation topic, using interviews with executives of pharmaceutical companies. To approach the research final objectives, four interviewstook place with executives working in four different Greek Pharma Companies, operating in Greece but also having presence in the Balkans and Europe. The research outcomes showed that the introduction and implementation of Clawback & Rebate in the country seems to have taken place without a long-term plan and due to the conditions created by the financial crisis and without taking into account the consequences that the implementation of such a measure would have on business. These policies have caused a number of problems for both the economy and society if one considers the industry's contribution to employment and taxation
