IMPACT ANALYSIS OF COVID-19 PANDEMIC TO TRANSPORTATION OPERATORS: THE CASE OF MOTORWAYS

  11. The Covid-19 pandemic caused damage on modern society's daily lives. Among huge metropolitan systems, the transportation industry has had one of the most devastating consequences, with motorways having the most serious effects. The repercussions of the Covid-19 pandemic on the world, as well as the measures and effects on transportation worldwide and in Greece, are reported in this dissertation. This chapter examines the pandemic's challenges and solutions from the perspective of a private roadway operator and from a multidisciplinary standpoint. Motorway operators faced two big challenges: first, dealing with the Covid-19 pandemic's interruption and two national lockdowns, as well as providing road services and guaranteeing proper operation and maintenance, and second, the pandemic's significant negative impact on traffic numbers. This case study demonstrates that the operator's management response is primarily defined as a first response to short-term effects, while attempting to balance personnel safety and health, engineering, corporate internal management, and lastly financial impact. To avoid service disruptions, highway operators planned for such an event and focused on safeguarding the safety of their employees and customers. The Covid-19 epidemic had a large impact on traffic volume, albeit it had variable degrees of impact depending on vehicle types (light, heavy, trucks, passenger cars, etc.) and highway location. The findings may be beneficial for future studies and for other highway operators in the case of another traffic jam. Finally, a questionnaire was constructed to complement the aforementioned case study, in which participants answered the research's key question: whether their movements on Greek highways were influenced by the Covid-19 pandemic and if they have reverted to pre-pandemic levels. The findings of this study, when combined with the findings of the case study described above, answer the key question of whether traffic on Greek motorways has returned, and thus whether the pandemic's impacts on road transport have passed.

    • Η πανδημία του Covid-19 προκάλεσε όλεθρο στην καθημερινή ζωή της σύγχρονης κοινωνίας. Ο κλάδος των υπηρεσιών μεταφορών είχε από τις πιο σοβαρές επιπτώσεις μεταξύ των μεγάλων αστικών συστημάτων, με τους αυτοκινητόδρομους να υφίστανται τις πιο σοβαρές συνέπειες. Σε αυτήν την διπλωματική εργασία γίνεται μια αναφορά των επιπτώσεων της πανδημίας του Covid-19 στον κόσμο και αναφέρονται τα μέτρα και οι επιπτώσεις στις μεταφορές παγκόσμια αλλά και στην Ελλάδα. Τα προβλήματα και οι απαντήσεις στην πανδημία συζητούνται από την οπτική γωνία ενός ιδιωτικού φορέα εκμετάλλευσης αυτοκινητοδρόμων και από μια διεπιστημονική πλευρά. Οι φορείς εκμετάλλευσης αυτοκινητοδρόμων έπρεπε να αντιμετωπίσουν δύο σημαντικές προκλήσεις: πρώτον, έπρεπε να αντιμετωπίσουν τη διαταραχή που προκάλεσε η πανδημία Covid-19 και δύο εθνικά lockdown, καθώς και την παροχή οδικών υπηρεσιών και τη διασφάλιση της σωστής λειτουργίας και συντήρησης, και δεύτερον, τον σημαντικό αρνητικό αντίκτυπο της πανδημίας στην επίπεδα κυκλοφορίας. Αυτή η μελέτη περίπτωσης αποκαλύπτει ότι η ανταπόκριση της διοίκησης του χειριστή ορίζεται κυρίως ως μια πρώτη απάντηση σε βραχυπρόθεσμες συνέπειες, ενώ προσπαθεί να εξισορροπήσει την ασφάλεια και την υγεία του εργαζομένου, τη μηχανική, την εσωτερική διαχείριση της επιχείρησης και τέλος τον οικονομικό αντίκτυπο. Για να αποφευχθεί η διακοπή των υπηρεσιών, οι φορείς εκμετάλλευσης αυτοκινητοδρόμων ήταν προετοιμασμένοι για ένα τέτοιο περιστατικό και έστρεψαν την προτεραιότητά τους στη διασφάλιση της ασφάλειας του προσωπικού και των πελατών τους. Η πανδημία του Covid-19 είχε σημαντικές επιπτώσεις στον όγκο της κυκλοφορίας, αν και σε ποικίλους βαθμούς, επικεντρώθηκε στις διαφορετικές κατηγορίες οχημάτων (ελαφριά, βαρέα οχήματα, φορτηγά, επιβατικά κ.λπ.) και τη θέση των αυτοκινητοδρόμων. Τα συμπεράσματα θα μπορούσαν να είναι χρήσιμα για μελλοντικές έρευνες, για άλλους φορείς εκμετάλλευσης αυτοκινητοδρόμων σε περίπτωση που υπάρξει άλλο συμβάν που θα προκαλέσει διακοπή της κυκλοφορίας. Τέλος, προκειμένου να υποστηριχτεί η παραπάνω έρευνα περίπτωσης, δημιουργήθηκε ένα ερωτηματολόγιο στο οποίο οι συμμετέχοντες απάντησαν στο βασικό ερώτημα της έρευνας, εάν οι μετακινήσεις τους στους Ελληνικούς αυτοκινητοδρόμους επηρεάστηκαν λόγω της πανδημίας Covid-19 και αν αυτές έχουν επανέλθει στα προ της πανδημίας επίπεδα. Τα συμπεράσματα αυτής της έρευνας σε συνδυασμό με την έρευνα περίπτωσης που αναφέραμε παραπάνω, μας απαντούν στο βασικό ερώτημα που είναι εάν η κίνηση στους Ελληνικούς αυτοκινητοδρόμους έχει ανακάμψει και κατά συνέπεια εάν οι επιπτώσεις τής πανδημίας στον τομέα των οδικών μεταφορών είναι πια παρελθόν.
