Στο πλαίσιο της συγκεκριμένης μεταπτυχιακής διατριβής επιχειρούμε να προσεγγίσουμε το φαινόμενο της σύγχρονης αστικής ανάπτυξης, ρίχνοντας φως σε έναν υπό εξέλιξη αστικό σχεδιασμό, την ανάπλαση του ιστορικού κέντρου της Πάτρας, από την σκοπιά κυρίως των κοινωνικών επιπτώσεων και του κοινωνικού αντίκτυπου του έργου στην τοπική κοινωνία.
Η δομή της εργασίας διαρθρώνεται σε δύο βασικά μέρη: το πρώτο, που αποτελεί τη γενικότερη ιστορική και θεωρητική εποπτεία και διερεύνηση του θέματος και το δεύτερο μέρος, που περιλαμβάνει την καθαυτό πραγμάτευση με εμπειρική διερεύνηση των επιμέρους ζητημάτων.
Η αστική ανάπτυξη στην οποία εντάσσεται η συγκεκριμένη μελέτη, εξετάζεται υπό το πρίσμα των σύγχρονων πολιτικών αστικού σχεδιασμού που υλοποιεί αναπλάσεις στο πλαίσιο της Βιώσιμης Αστικής ανάπτυξης και του εργαλείου των Ολικών Χωρικών Επενδύσεων, που εισάγει η κοινή ευρωπαϊκή ατζέντα εδαφικής συνοχής. Η έμφαση δίδεται στις κοινωνικές επιπτώσεις των αναπλάσεων και παράλληλα υιοθετείται μια κριτική προσέγγιση για τα όρια και τις προϋποθέσεις αυτού του είδους των σχεδιασμών που συχνά αποδίδει ο όρος αστικός “εξευγενισμός”.
Στο πλαίσιο της εμπειρικής διερεύνησης, η ανάλυση επικεντρώνει στο σχέδιο Βιώσιμης Αστικής Ανάπτυξης του Δήμου Πατρέων, με μια εμβριθή επισκόπηση της τεχνικής μελέτης που αφορά στο ιστορικό κέντρο (κάτω πόλη). Επιπλέον χρησιμοποιείται η τεχνική του ερωτηματολογίου που φωτίζει τη σχέση των κατοίκων με την πόλη, την άποψή τους και τη γενικότερη ενημέρωση που έχουν για το έργο.
Συνολικά τα συμπεράσματα επιχειρούν να απαντήσουν στα ερευνητικά ζητούμενα και να αναδείξουν τόσο το είδος και το περιεχόμενο της αστικής ανάπλασης που προωθείται μέσα από το συγκεκριμένο έργο, όσο και τις ενδεχόμενες κοινωνικές της επιπτώσεις.
In the context of this master's thesis, we attempt to approach the phenomenon of modern urban development, shedding light on an ongoing urban planning, the regeneration of the historical center of Patras, from the point of view of mainly the social effects and the social impact of the project on the local community.
The thesis consists of two main parts: the first includes the general historical and theoretical overview, while the second is based on the empirical investigation.
In this work, urban development and the corresponding renewal or renovation projects, are related to the concept of sustainability and the current European urban policies. In particular, it is examined the Integrated Territorial Investment, a significant tool for an integrated approach to territorial development, that European Union is promoting for the 2014-2020 programming period. Our focus is to investigate how these policies or tools are applied to the Greek context in the case of Patras. Emphasis is placed on the social effects of these projects and at the same time a critical approach is adopted for the limits and the conditions of this type of planning, which is often referred to, as “gentrification”.
In the context of the empirical investigation, the analysis focuses on the Sustainable Urban Development plan of the Municipality of Patras with an in-depth overview of the technical study concerning the historical center (lower town). In addition, the questionnaire technique is used to shed light on the residents’ relationship with the city, their point of view and the general information they have about the project.
Overall, the conclusions attempt to answer the initial research questions and highlight both the type and content of the urban regeneration promoted through the specific project as well as its potential social effects.
