    • Η συγκεκριμένη διατριβή έχει ως βασικό της στόχο τη μελέτη των διεργασιών που χρησιμοποιούν οι υπηρεσίες της Ευρωπαϊκής Επιτροπής για να επιτελέσουν τον τεχνικό και οικονομικό έλεγχο των ευρωπαϊκών ερευνητικών προγραμμάτων. Η ανάλυση εστιάζει στο τρέχον Ευρωπαϊκό Ερευνητικό Πλαίσιο (Horizon 2020) που χρηματοδοτεί ένα μεγάλο αριθμό ερευνητικών προγραμμάτων σε ευρωπαϊκό και διεθνές επίπεδο. Αρχικά η μελέτη παραθέτει μια εισαγωγή στο Horizon 2020 με τις βασικές δράσεις και ερευνητικά προγράμματα που εμπεριέχει καθώς και μια σύντομη περιγραφή του επόμενου Ερευνητικού λαισίου για την περίοδο 2021-2027 (Horizon Europe). Θέτοντας το Marie Sklodowska Curie Πρόγραμμα ως σχήμα αναφοράς για το Ευρωπαϊκό Πλαίσιο Horizon 2020, η συγκεκριμένη μελέτη στο βασικό κομμάτι της, θα συζητήσει πιο λεπτομερώς: (i) Τον κύκλο ενός ερευνητικού προγράμματος από την έναρξη ως την ολοκλήρωση του. (ii) Τα κύρια τεχνικά και οικονομικά στοιχεία των ερευνητικών προγραμμάτων (iii) Τον τεχνικό, οικονομικό έλεγχο και τις γενικές αρχές που διέπουν την αξιολόγηση επικινδυνότητας, διεργασίες που αποσκοπούν στο να διασφαλίσουν ότι τα ευρωπαϊκά ερευνητικά κονδύλια χρησιμοποιούνται ενδεδειγμένα κατά τη διάρκεια των ερευνητικών προγραμμάτων. Η μεθοδολογία της συγκεκριμένης διατριβής περιλαμβάνει: (i) Μελέτη των δημοσιευμένων οδηγιών, νομικών κειμένων και υπάρχουσας σχετικής βιβλιογραφίας. (ii) Συλλογή και ανάλυση δεδομένων από ένα αντιπροσωπευτικό δείγμα ΜSCA RISE projects σχετικά με συγκεκριμένες οικονομικές παραμέτρους (στοιχεία συμμετοχής, κόστη/έξοδα, προϋπολογισμός). Στο πέρας της ανάλυσης, η πτυχιακή διατριβή θα καταλήξει (α) σε συγκεκριμένα συμπεράσματα σχετικά με την αποτελεσματικότητα των ελέγχων που εφαρμόζονται εντός του Ευρωπαϊκού Ερευνητικού Προγράμματος Horizon 2020 (β) σε προτάσεις για βελτιώσεις των αντίστοιχων διεργασιών στα πλαίσια του επερχομένου προγράμματος Horizon Europe.
    • This thesis aims to explore the principles and practices implemented by the European Commission services for the technical and financial monitoring of the EU research projects. The analysis focuses on the current EU research Framework (Horizon 2020) under which a large number of research projects is financed and implemented in Europe and worldwide. A general description of H2020 main structure, objectives and Grants is first provided in the introduction along with a quick reference to the upcoming Research Framework (Horizon Europe, 2021-2027). The thesis subsequently focuses on the general principles and processes of the research project management by using the Marie Skłodowska-Curie actions (MSCA) as Reference Research Program in H2020. More specifically, the following topics will be discussed in the frame of this analysis: • the life cycle of research Grant from the Call publication until project completion; • the main technical and financial elements of EU research projects and • the technical, financial monitoring and respective project risk management processes implemented by the Commission services to ensure that EU funds are fairly, properly and transparently spent during the execution of the research projects. The methodology will involve: (i) a review of publicly available Commission guides/EU legislative and policy documents along with related literature references; (ii) some collection and analysis of publicly available data for a representative sample of MSCA RISE Grants on certain project aspects (e.g. Nr of project partners, project budget etc.). The analysis will eventually yield a number of conclusions about the discussed monitoring processes of Horizon 2020. Furthermore, a few “future challenges” identified by the data analysis will be listed in the conclusive section. Given the transition period, these findings could be of potential interest for consideration in the frame of the development of Horizon Europe related processes.
