Today we live an era of important realignments, contestations and big social problems. The continuous recorded weaknesses of confrontation on service issues of citizens’ daily needs, appear to influence and restructure the traditional form of state’s operation from a private sector where, because his nature, - more organisational and effective - it extends his field of action in many sectors, such as health, education, energy and soon in the institution of Local Government. All the local communities envision a better future, a quality of life that will correspond in both requirements and citizens’ expectations, depending on their abilities to be included organically in the basic principles that are dictated by the Constitution on a completed performance of local government focus on the citizen. Depending on this revised Constitution, our country is organised in two degrees of local self-government, which are not nominated creating the possibility of institutional discussions on a final configuration of administrative organisation above in which will be supported the any model of growth. They might be Municipalities and Prefectures, Municipalities and Regions (1st and 2nd degree), that will result after are taken into consideration both the demographic sizes and the geographic structure of the country. The postwar accumulation of half roughly population in three big urban centres – third wordly model of growth -, the not determined form of administrative organisation in the space of Self-government in combination with the problems of mainly small Municipalities, created by "Kapodistrias" plan, they predetermine a dome landscape of which that problems, if they are not faced immediately, an effort of modernisation of growth and administrative decentralisation that has begun is in danger to be degraded. This thesis treats this shaped situation in today’s Greek society and specifically in the space of Local Government and aspires it creates, in the reader, the reflection on the guarantee of continuation of ascendant course with which has been characterized our place. Experiences on issues quality are introduced, in one of the more important sections of Greek state, the Local Government. 18 Unfortunately, the research showed that the application of Systems of Quality Assurance and ISO standards in Prefectorial Government (LOCAL AUTHORITY of 2nd degree) is non-existent except perhaps from certain similar individual action in their Developmental companies or enterprises or CSC (one stop shop) contrary to Municipalities where as self –governed and free they are, having competences, they more could certain from them demonstrate dynamic initiatives of modernisation and rearrangement, creating quality islands. This thesis is referred to them. More analytically, it consists of four chapters that comprise the following: Chapter 1: A presentation of the historical evolution of Quality Management in world, european and national level with parallel reference to the most important Quality persons "guru" and the Total Quality Management. Chapter 2: A reference to the ISO 9000 international standard and his development – revision. Chapter 3: A detailed report of ISO standards case studies in Local Government. Chapter 4: A presentation of an application framework, the possibilities of concretisation, the advantages and the disadvantages from this application always in frames of research in data of previous capital and the conclusions. Finally, in the Appendix on the more complete presentation of this study we succinctly mention the european and international legislation, terminology, a useful example of internal control (audit) application SQA in Municipality, the international standard ISO 9001:1994 and the Common Assessment Framework (CAF), result of collaboration between the ministers of Public Administration of European Union, a useful tool for the quality management in the Public Administration.
