Περίληψη
Αντικείμενο της παρούσας διπλωματικής εργασίας αποτελεί η επανάχρηση και η ένταξη στον αστικό ιστό του στρατοπέδου «Παπαλουκά» με στόχο την αναβάθμιση της πόλης των Σερρών καθώς και την περιβαλλοντική και τη βιώσιμη ανάπτυξη του χώρου ως πολυχώρος πολιτισμού.
Για την ολοκλήρωση της μεταπτυχιακής εργασίας χρησιμοποιήθηκαν βιβλιογραφικές πηγές, σχετικές με την περιοχή μελέτης. Ύστερα από επίσκεψη στο στρατόπεδο και συνολική αποτύπωση του χώρου, απαραίτητη κρίθηκε η συλλογή φωτογραφικού υλικού. Καταρχήν πραγματοποιήθηκε ανάλυση ,εκτίμηση και καταγραφή των κτιρίων. Στη συνέχεια, ακολούθησε παρατήρηση της υφιστάμενης κατάστασης, έτσι ώστε να αποφασιστεί ποια κτίρια πρέπει να διατηρηθούν και ποια όχι.
Στο δεύτερο στάδιο έλαβε χώρα μια γενική προσέγγιση του πολιτισμού και των παραγόντων που προκύπτουν και εντάσσονται σ’ αυτόν με ιδιαίτερη έμφαση στην πολιτιστική επικοινωνία. Ακολούθησε μια συνοπτική γνωριμία με την πόλη των Σερρών και ανάλυση της υφιστάμενης κατάστασης του Στρατοπέδου «Παπαλουκά», που αποτελεί και το αντικείμενο της παρακάτω μελέτης. Δόθηκε μια εναλλακτική πρόταση επανάχρησης αυτού του χώρου με τη μετατροπή του σε μια μικρή κοιτίδα πολιτισμού ασχολούμενη με πολλές δραστηριότητες καλλιτεχνικές, αθλητικές, μουσικές, αρχαιολογικές, ιστορικές, ψυχαγωγικές. Αναλύεται τι προβλέπει το συνολικό σχέδιο ανάπλασης της περιοχής, με βάση ποια κριτήρια οργανώνεται ο χώρος και γιατί είναι αναγκαία η δημιουργία αυτού του χώρου για την πόλη των Σερρών.
Αξίζει να σημειωθεί ότι μετά την παράθεση ανάλογων παραδειγμάτων τόσο από το διεθνή όσο και από τον ελληνικό χώρο προκύπτει ότι η υλοποίηση αυτού του έργου θα οδηγήσει στην αναβάθμιση του βιοτικού επιπέδου των κατοίκων των γύρω περιοχών, με τη μορφή συμπλήρωσης των ελλείψεων σε κοινωνική υποδομή και με την ανάπτυξη υψηλής ποιότητας εγκαταστάσεων με δυνατότητες οικονομικής απόδοσης.
SUMMARY
The subject of this dissertation is the reuse and the integration of “ Papaloykas’ camp” aiming at the upgrade of Serres town, as well as, the environmental and viable development of the specific place as a multipurpose venue of culture.
For the completion of this master dissertation, bibliographical sources relevant to the study area were used. Following the visit to the camp and the overall mapping of the area, the collection of photographic material was considered essential. At first, the analysis, the assessment and the registration of the buildings were conducted. In the continuation the observation of the current situation followed, in order to decide which buildings should be preserved and which not.
In the second stage, a general approach of the culture and the factors that arise and are included in this, with special emphasis on the cultural communication, followed. A brief acquaintance with the town of Serres and the development of the current situation in “Papaloukas’ camp” which is the main subject of the following study came afterwards on the foreground. An alternative proposal for the reuse of this place was presented, through its transformation to a small cradle of civilization with plenty of artistic, athletic, musical, archeological, historical and entertaining activities. It is analyzed what the total plan of the area’s restoration provides, according to which criteria the whole area is organized and why the creation of such a place is necessary for the town of Serres.
It is worthy of mentioning that after the provided relevant examples, not only from the international but also from the Greek background, seems that the implementation of this project will finally lead to the upgrade of the living standard as regards the residents of the surrounding areas, in the form of the deficiencies completion in social infrastructure and the development of high quality facilities with many financial returns.
