Ο τουρισμός αποτελεί βασικό πυλώνα ανάπτυξης της ελληνικής οικονομίας. Από τα συνολικά έσοδα του τουρισμού, το 45% περίπου προέρχεται από τον κλάδο των τουριστικών καταλυμάτων, στον οποίο εντάσσεται και η κατηγορία των Ενοικιαζομένων Επιπλωμένων Δωματίων και Διαμερισμάτων (ΕΕΔΔ). Η παρούσα διπλωματική έχει σκοπό τη μελέτη και συγκέντρωση του νομοθετικού πλαισίου που άπτεται των δραστηριοτήτων ίδρυσης-λειτουργίας των ΕΕΔΔ καθώς κάτι τέτοιο δεν έχει μέχρι στιγμής καταστεί δυνατό. Δεν έχει δηλαδή δημιουργηθεί μέχρι σήμερα ένας Τουριστικός Κώδικας που να περιέχει το νομοθετικό πλαίσιο και όλες εκείνες τις διατάξεις που άπτονται της τουριστικής δραστηριότητας ούτως ώστε να μπορεί ο κάθε ενδιαφερόμενος να αναζητήσει πληροφορίες σχετικά με τα δικαιώματα και τις υποχρεώσεις του. Η παρουσία των επιχειρήσεων ΕΕΔΔ είναι ιδιαίτερα έντονη στα νησιά της χώρας και εξυπηρετούν ευρύ κοινό. Η Σκιάθος αποτελεί ένα νησί με μεγάλη δραστηριοποίηση στον τομέα των ΕΕΔΔ καθώς σύμφωνα με το Μητρώο Τουριστικών επιχειρήσεων δραστηριοποιούνται στο νησί 399 επιχειρήσεις ΕΕΔΔ με δυναμικότητα 7.464 κλινών. Στα πλαίσια αυτά θα μελετηθεί η κατάσταση που επικρατεί με τις επιχειρήσεις ΕΕΔΔ στη Σκιάθο, σχετικά με το μέγεθός τους, τη συνεισφορά τους στο τουριστικό προϊόν του νησιού και τις συνεργασίες με τους διάφορους φορείς του τουρισμού. Στο πρώτο κεφάλαιο της παρούσας εργασίας γίνεται αναφορά στους φορείς του τουρισμού που εμπλέκονται στη λειτουργία, την ίδρυση και τις δραστηριότητες των ΕΕΔΔ. Στο δεύτερο κεφάλαιο αναλύεται το νομικό καθεστώς που περιβάλλει τα ΕΕΔΔ σε σχέση με την ίδρυσή τους, τη λειτουργία τους, την κατάταξή τους, την φορολόγησή τους, τις κυρώσεις από την παράβαση των νόμων και άλλες νομοθετικές διατάξεις που άπτονται του ενδιαφέροντος της επιχειρηματικής τους δραστηριότητας. Τέλος στο τρίτο κεφάλαιο αναλύεται η κατάσταση των ΕΕΔΔ της Σκιάθου, οι σύλλογοι που δραστηριοποιούνται και η συμβολή των τοπικών, εθνικών και περιφερειακών φορέων στην ανάπτυξη των ΕΕΔΔ, η συμβολή των ΕΕΔΔ στην εικόνα του τουριστικού προϊόντος του νησιού και η ποιότητα των παρεχόμενων υπηρεσιών των επιχειρήσεων ΕΕΔΔ στη Σκιάθο.
Tourism is a pillar of the Greek economy development. About 45% of the total revenue of tourism comes from the tourism accommodation sector in which the operation form of Furnished Rooms and Apartments for Rent is included (FRAR). The purpose of this thesis is to study and gather together all the legislative framework that is related with the FRAR’s foundation and operation process as this has not been carry out yet. In other words a Tourism Code which includes all the provisions that are related with the tourism activity has not been created yet in order to be possible for someone that has a special interest on this field to seek all the information that he needs regarding his obligations and rights. The FRAR’s presence is particularly strong in the Greek islands and they serve large amounts of tourists. Skiathos is an island with intense activity on the field of FRAR as according to the Tourism Business Registry there are 399 businesses of FRAR with a bed capacity of 7.464. Thus, in this thesis the current conditions of the FRAR businesses on Skiathos island are going to be studied in relation to the businesses’ size, their contribution to the tourism product of the island and their collaboration with various Tourism Bodies. The first chapter of the thesis presents the Tourism Bodies that are involved in the founding procedure, the operations and the activities of FRAR. The second chapter presents the legal status in relation to the foundation, the operations, the classification, the taxes, the sanctions in case of law infringement and some other legislative framework that is related with the FRAR’s activities. Finally the third chapter presents the FRAR’s situation on Skiathos island, the Bodies that are taking action, the contribution of the local, national and peripheral Bodies to the FRAR’s development, the FRAR’s contribution to the image of the tourism product of the island and the service quality of the FRAR’s businesses that are located on Skiathos island.
