  11. Over the past decade, education in Greece has been an underfunded sector from the State, as many EU funds are used for its operation. These funds are used mainly for the education of vulnerable groups in primary education, such as immigrants, children with special needs or roma children. European funds are available for a given period of time during which there they are exploited for the teachers’ recruitment purposes and the financial boost of public schools, in general.
    • Η παρούσα διπλωματική εργασία ασχολείται με την διαχείριση των Ευρωπαϊκών κονδυλίων που προορίζονται για τις ευαίσθητες κοινωνικές ομάδες, κυρίως, της Πρωτοβάθμιας και Δευτεροβάθμιας Εκπαίδευσης. Σύμφωνα με την ανεξάρτητη αρχή του συνηγόρου του πολίτη: «Οι ευάλωτες κοινωνικές ομάδες, ευπαθείς ή ομάδες υψηλού κινδύνου ονομάζονται εκείνες οι ομάδες του πληθυσμού που έχουν περιορισμένη ή καθόλου πρόσβαση σε κοινωνικά και δημόσια αγαθά και δυσκολεύονται ή αδυνατούν σε πολλά επίπεδα και σε διάφορους τομείς να έχουν ποιότητα ζωής». Ως ευαίσθητες κοινωνικές ομάδες στην εκπαίδευση θεωρούνται τα παιδιά με ειδικές δεξιότητες, οι πρόσφυγες και οι Ρομά μαθητές. Στόχος της παρούσας εργασίας είναι η αναλυτική παρουσίαση των Ευρωπαϊκών προγραμμάτων που λειτουργούν στην Πρωτοβάθμια και Δευτεροβάθμια Εκπαίδευση στην Ελλάδα, έχοντας ως μέτρο σύγκρισης την Ευρώπη και η ερευνητική ματιά ως προς την διαχείριση αυτών των προγραμμάτων από το κράτος. Για το σκοπό αυτό θα αξιοποιηθούν στοιχεία από επίσημες αναφορές της Ευρωπαϊκής Ένωσης.
    • This diploma thesis deals with the management of European funds intended for vulnerable social groups, mainly, in Primary Education. According to the independent citizen's advocacy authority: "Vulnerable social groups, vulnerable or high-risk groups are called those groups of the population who have little or no access to social and public goods, and who also have difficulty or are unable to achieve life quality in many levels and various sectors of life ". The term “sensitive social groups” in education corresponds to children with special skills, refugees and Roma students. The aim of this paper is to present the European programs which run in the sector of Primary and Secondary Education in Greece, draw a comparison with Europe and review the ways in which the state manages these programs. To this end, data from official EU reports will be used.
