Οι οργανισμοί τοπικής αυτοδιοίκησης σε παγκόσμιο επίπεδο έχουν βρεθεί αντιμέτωποι με την οικονομική κρίση και λαμβάνουν τα απαραίτητα μέτρα για να παραμείνουν οικονομικά βιώσιμοι. Οι οργανισμοί τοπικής αυτοδιοίκησης στην Ελλάδα δεν αποτελούν εξαίρεση, δεδομένης της βαθιάς οικονομικής κρίσης στην οποία η χώρα έχει περιέλθει και των επαναλαμβανόμενων μειώσεων των κρατικών επιχορηγήσεων.
Οι οργανισμοί τοπικής αυτοδιοίκησης θα πρέπει να υιοθετήσουν μια στρατηγική εισπράξεως εσόδων η οποία να είναι τέτοια ώστε να τους οδηγήσει στην οικονομική τους ανεξαρτησία. Η προσοχή θα πρέπει να στραφεί στη διαχείριση των εσόδων τα οποία προέρχονται από αυτοτελείς πηγές δεδομένου ότι μπορεί η διοίκηση να τα επηρεάσει βάσει των αποφάσεών της. Στην παρούσα διπλωματική εργασία, επιλέχθηκε να μελετηθεί στρατηγικά ο Δήμος Αθηναίων καθώς αυτός αποτελεί τον μεγαλύτερο Δήμο της χώρας. Σκοπός είναι να εντοπιστούν οι στρατηγικές είσπραξης εσόδων που θα οδηγήσουν στην οικονομική αυτοδυναμία των οργανισμών τοπικής αυτοδιοίκησης.
Προκειμένου να επιτευχθεί ο στόχος μας, επιχειρήθηκε μία στρατηγική ανάλυση του δήμου και ειδικότερα του εσωτερικού και του εξωτερικό περιβάλλοντος λειτουργίας του, η οποία ανέδειξε και εντόπισε σημαντικές διαφορές ανάμεσα στα βεβαιωθέντα και εισπραχθέντα έσοδα αποδεικνύοντας συνεχόμενη απώλεια εσόδων. Ως αποτέλεσμα της στρατηγικής ανάλυσης προτείνονται στρατηγικές βελτίωσης είσπραξης των εσόδων. Οι προτάσεις προέκυψαν από το εύρημα ότι ο Δήμος Αθηναίων δεν έχει συγκεκριμένη και προκαθορισμένη στρατηγική σε σχέση με την είσπραξη των εσόδων.
Οι προτεινόμενες στρατηγικές παρουσιάζουν μεγάλο ενδιαφέρον, υποδεικνύοντας τους τομείς στους οποίους θα πρέπει να επικεντρωθεί ο δήμος, προκειμένου να βελτιωθούν οι ροές εσόδων και οι εισπράξεις. Ας ελπίσουμε ότι αυτές οι στρατηγικές και τα ευρήματα της έρευνας μπορούν να είναι χρήσιμα και σε άλλες τοπικές αρχές στην Ελλάδα που επιθυμούν να δημιουργήσουν μια σαφή στρατηγική εσόδων και να την εφαρμόσουν με στόχο τη διατήρηση της οικονομικής ανεξαρτησίας και βιωσιμότητας.
Local authorities all over the world are dealing with intense economic crisis and are trying to reinvent themselves in order to become financially independent and viable. Local authorities in Greece are not an exemption with the country going through an intense financial crisis and the government announcing local authorities’ fund cuts on a continuous basis.
Local authorities should adopt a revenue-generating strategy that is such as to lead them to their financial independence. Attention should be paid to the management of revenues originated from stand-alone sources, as the management may influence them on the basis of its decisions. In the present work, it was selected to strategically study the City of Athens as this is the largest municipality in the country. The aim is to identify revenue-generating strategies that will lead to the economic self-reliance of local authorities.
Strategic analysis of the municipality, and in particular its internal and external operating environment, has been explored, which has highlighted and identified significant differences between confirmed and receivable revenues, proving a continuing loss of revenue. Improvement strategies have been proposed as a result of the strategic analysis and in addition it has been proved that the Municipality has no specific and predefined strategy in relation to the collection of revenues. The municipality did not seem to have a clear vision and mission on the revenues collection.
The suggested strategies are of great interest indicating the areas in which the municipality should concentrate in order to improve revenues streams and collections. Hopefully these strategies and the findings of the research can be useful also to other local authorities in Greece wishing to establish a solid revenues strategy and implement it with the goal of maintaining financial independence and viability.
