    • Αντικείμενο της παρούσας διπλωματικής εργασίας είναι η μελέτη των δημοσίων επενδυτικών έργων και των πηγών χρηματοδότησής τους, στον τομέα των υποδομών και μεταφορών στην Ελλάδα. Τα δημόσια έργα αποτελούν τη ναυαρχίδα της ανάπτυξης και η εκτέλεσή τους ωθεί σε θετική τροχιά όλους τους κλάδους της οικονομίας. Σκοπός της εργασίας είναι να δούμε πως διαμορφώνεται, σταδιακά, η ελληνική πολιτική δημοσίων επενδύσεων στον τομέα υποδομών και μεταφορών και πως βασίζεται ή εξαρτάται από την Κοινή Ευρωπαϊκή Πολιτική Υποδομών και Μεταφορών. Ειδικότερα εξετάζεται πως μέσα από το Πρόγραμμα Δημοσίων Επενδύσεων κατευθύνονται οι πόροι για να καλυφθούν δαπάνες έργων Υποδομών στους τομείς των Μεταφορών όπως είναι τα οδικά έργα, τα λιμάνια, τα αεροδρόμια, οι σιδηρόδρομοι και οι αστικές συγκοινωνίες. Οι πηγές χρηματοδότησης αυτών των πόρων από τα Ευρωπαϊκά Αναπτυξιακά Προγράμματα είναι ένα σημαντικό κομμάτι της παρούσας εργασίας, για αυτό αναλύονται οι προγραμματικές περίοδοι από το 2000, δηλαδή το Κοινοτικό Πλαίσιο Στήριξης 2000 - 2006, το ΕΣΠΑ 2007-2013 και το Νέο ΕΣΠΑ 2014-2020. Κύριο χαρακτηριστικό στη διαμόρφωση της εθνικής πολιτικής είναι η προσπάθεια ενοποίησης του συστήματος μεταφορών της Χώρας με την Κοινή Ευρωπαϊκή πολιτική. Για αυτό το λόγο γίνεται αναφορά στις δημόσιες επενδύσεις που πραγματοποιούνται στον Τομέα των Υποδομών και Μεταφορών στην Ευρωπαϊκή Ένωση, ώστε ο μελετητής να έχει τη δυνατότητα να συγκρίνει την Ελληνική με την Ευρωπαϊκή Πραγματικότητα στο χώρο αυτό. Τέλος ακολουθεί έρευνα ως προς την αποτελεσματικότητα των πολιτικών που εφαρμόζονται μέσα από το πρόγραμμα δημοσίων επενδύσεων και συγκεκριμένα να προκύψουν κάποια ακριβή συμπεράσματα για την αποτελεσματικότητα του Δημοσίου ως προς την διαχείριση του ΠΔΕ στον Τομέα των Υποδομών και Μεταφορών.
    • The subject of this thesis is the study on public investment projects and their sources of financing in the field of infrastructure and transportation in Greece. Public investment plans are considered important for growth, pushing even more all sectors of the economy in a positive direction. The purpose of the paper is a look on how Greece's public investment policy is developing in the field of infrastructure and transport and how it is based on or depends on the Common European Infrastructure and Transport Policy. It is considered that through the Public Investment Program, funds are directed to cover expenditure on infrastructure projects in the transport sectors such as road works, ports, airports, railways and urban transport. The sources of these funds from the European Development Programs are an important part of this thesis, which is why there is an inquiry of the structural periods from 2000, more specific the Community Support Framework (CSF) 2000-2006, the National Strategic Reference Framework (NSRF) 2007-2013 and the new NSRF 2014-2020. The main characteristic of Greeks national policy is a continuous effort to consolidate the country's transport system with the Common European Policy. That is why there is a reference of the public investment plans in European Union Infrastructure and Transport Sector, so that the scholar has the opportunity to compare Greek to European transport system. Finally, in this thesis there is a research into the effectiveness of the policies implemented through the public investment program to obtain some accurate conclusions about the efficiency of the state’s management to develop the Infrastructure and Transport sector.
